How can I tell if I have gotten any stonger in my ki? Cuz I train with my cousin and he is way more advanced than me and I don't even know if I am getting any stronger.

Well, you may not be able to tell without a teacher. Ki Society has a system of testing Ki Development, but it is dependent on a well trained teacher who understands the system and has developed mind and body coordination. Ki training is very subjective. Outside of a systematic way of dealing with the training, its' difficult to judge progress over a short period of time. However, if you are more calm and relaxed, while at the same time more clear and focused, then there probably is progress.

Anyone who becomes very good at something will have strong ki within that activity. Whether or not that transfers to other activities and times in their life depends on their understanding of the basics of mind and body coordination (and on practice as well).

I can't really tell you much this way. I also don't know if what you are doing is in any way the same as Ki Society training. If your cousin really has good ki extension, then he should be able to help you more than anything I can type.

the best person to ask about this is yourself, your ki is a part of you so you are naturally the one who would know out of anybody, others can only guide you to realizing this but if you wish to know of your progress then when in a focused state of mind compare yourself to a time before your ki training and realize everything you have gotten out of it, you can then measure your own progress in a way that is special to you and that will motivate you to continue.

I am not sure if you mean after forming a "ki ball", or whether you want to move ki from your hands as a sort of ki breathing exercise...

Firstly, I'd like to suggest taking it a little slower.  The fact is, if you can't move ki out of your hands, you shouldn't be worrying about putting it into your hands.  Anyway, at your current level the amount of ki in your hands will flow out without a problem.  However, I would suggest simply focusing your attention back to your tan tien (chakra below your navel) for a few minutes, or however long you feel comfortable with.  Simply bringing the mind to a location will draw the ki there.
